유럽绎 governments are debating who should represent the EU in possible direct negotiations with Russian President Vladimir Putin on ending the war in Ukraine, but no agreement has been reached. Candidates include Finnish President Alexander Stubb, European Council President António Costa, European Commission President Ursula von der Leyen and EU foreign policy chief Kaja Kallas. The debate intensified after US special envoy Steve Witkoff visited Russia and proposed a trilateral summit with Donald Trump and Volodymyr Zelensky.
