배경
On October 20, Ukraine, the United States and European partners held talks in Norway. On October 21, US envoy Steve Witkoff met Russian President Vladimir Putin in St Petersburg, after which the Kremlin announced that Putin had agreed in principle to resume trilateral Ukraine-Russia-US negotiations after November 10. Witkoff described Putin as a 'humanist' in connection with Russia's release of 74-year-old American Stephen Hubbard, who had been captured in Izyum in 2022 and convicted in Russia. Russia regularly uses combined missile and drone attacks against Ukrainian cities, while ballistic missiles present a particular challenge for Ukrainian air defenses.
