- Agioi Fanendes
- Agioi Fanendes
우크라인 outlets are focused on预期的価格下落が実際に起こらなかったこと, 그리고 Russia’s promised export volumes and price impact에 대한 불확실성입니다.
International coverage emphasizes that U.S. diesel prices rose slightly after the agreement rather than falling, and frames the deal and U.S. license in the context of global fuel markets and sanctions compliance. The tanker’s changed destination and analysts’ doubts about the scale and price impact of promised supplies are also central. U.S. Energy Secretary Chris Wright said the agreement was intended to demonstrate to Moscow the economic benefits of ending the war against Ukraine, while U.S. Senator Richard Blumenthal described the imports as illegal.
Ukrainian officials and analysts questioned whether Russia could deliver the promised volumes or materially reduce diesel prices, citing refinery constraints, export restrictions, and fuel shortages in Moscow.
배경
On October 9, Trump announced that Russia would supply more than 300,000 tons of diesel to U.S. and global markets, with additional shipments planned for November and afterward. OFAC issued a temporary general license through April 2027 allowing Russian diesel supplies to the global market. Expected deliveries were only slightly more than 100,000 barrels per day in October and about 125,000 barrels per day in November, compared with estimated Russian exports of approximately 800,000 barrels per day in 2025. Oleksandr Novak said U.S. deliveries could begin within 15–20 days after commercial contracts were signed and could potentially reach 3.5 million tons per month if refineries operated at full capacity.
