배경
>> The Brussels gathering continues earlier discussions held in Miami and Oslo, which addressed further steps toward a fair and lasting end to the war in Ukraine. Trilateral negotiations involving the United States, Ukraine and Russia are planned for 10–11 November in Abu Dhabi, with the United States serving as intermediary at the working level. On 27 October, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre held a phone call with Vladimir Putin at their own initiative. Zelensky said they clearly called on Putin to take real de-escalation steps regarding Ukrainian energy and infrastructure. After the call, Zelensky said he had the impression that Russia was seriously prepared for a meeting of negotiating teams in Abu Dhabi. Kremlin said it was ready to resume peace talks with Ukraine through US mediation in November, its first such statement since February.
